Yes. City projects are permitted through the City of San Marcos at 1 Civic Center Drive, where Planning and Engineering are housed within Development Services, and the Building Division handles the permit itself. Engineering is the one that reviews grading, drainage, and site engineering, which is what most sloped San Marcos lots run into. Worth checking before anything else: Lake San Marcos is not in the city. It is an unincorporated community surrounded by San Marcos, so those projects are permitted through County Planning and Development Services instead, on a different timeline. We confirm which agency your address falls under before we quote.
Yes. San Elijo Hills is a master-planned community of roughly 1,900 acres in the southwest of the city with an active homeowners association, and exterior changes there go through association review alongside the city permit process. Because the company is led by a licensed architect, we prepare review-ready drawings and carry the submittal rather than handing you a packet to file yourself. Other San Marcos communities have their own associations with their own rules, so we check what governs your street before design starts.
Regularly, and in this city, it is most of the work. Grade determines whether a San Marcos yard is usable, and the honest answer is often that a retaining wall or a deck comes before the patio, not after. Grading and drainage are reviewed by the city's Engineering division, and on a steeper lot a soils report can be the first real step. We tell you at the walkthrough which of those your lot needs, because it moves both the budget and the schedule more than any finish choice will.
San Marcos is not on a city-run water utility. Most of the city, along with Lake San Marcos and parts of Carlsbad, Escondido, and Vista, is served by Vallecitos Water District across a 45-square-mile area, and conservation rules and rebates come from there rather than from City Hall. Two things worth knowing early on: larger landscape projects require water-efficiency documentation, and the regional turf replacement rebate requires living plants, so artificial turf does not qualify. We design planting and irrigation around the current rules and confirm them with the district before you commit.
Most outdoor projects run six to sixteen weeks on site, depending on scope, city review, HOA approval (where applicable), and material lead times. Hillside work sits at the longer end because grading, drainage, and any walls must be completed and inspected before the surface work begins. Architect-led planning up front resolves layout, drainage, and structural details before crews arrive, which keeps the build itself predictable.
